One way that sensors can track your position without using an array of satellites is by measuring your acceleration as you move around -- but unless you're piloting a jumbo jet, current devices aren't very accurate. Researchers at Caltech hope to change all that with a new, ultra-sensitive accelerometer they developed, which uses laser light to detect motion changes. The scientists managed to shrink a so-called large-scale interferometer down to micro-scale sizes, creating a device "thousands of times faster than the most sensitive sensors used today." That could allow a smartphone with such a micro-sensor to detect your exact position even while inside a grocery store, and flash "ads and coupons for hot dog buns" while you're in the bread aisle, according to Caltech. All that sounds good, but we can perhaps think of more inspiring uses for the new tech.

Merkel, Hollande clash on EU budget czar before summit

BERLIN/BRUSSELS (Reuters) - Germany and France, Europe's two central powers, clashed over greater European Union control of national budgets and moves towards a single banking supervisor before a summit of the bloc's leaders began on Thursday.

German Chancellor Angela Merkel demanded stronger authority for the executive European Commission to veto national budgets that breach EU rules, but French President Francois Hollande said the issue was not on the summit agenda and the priority was to get moving on a European banking union.

The two leaders met privately for 30 minutes just before the start of the 22nd EU summit since the euro zone's debt crisis erupted nearly three years ago. Afterwards, a French source said they had agreed on the need for a tight timetable for introducing banking union.

Addressing parliament in Berlin earlier, Merkel sought to slow the race to create a single European banking supervisor, saying quality was more important than speed.

Reluctant to see its politically sensitive regional Landesbanks and savings banks come under outside supervision, Germany says European oversight should cover big cross-border banks only, and rejects any joint deposit guarantee under which richer countries might underwrite banks in poorer counterparts.

Hollande told reporters: "The topic of this summit is not the fiscal union but the banking union, so the only decision that will be taken is to set up a banking union by the end of the year and especially the banking supervision.

Asked why he thought Merkel was dragging her feet, Hollande said it could be related to Germany's electoral calendar, with elections due in September 2013, adding that the two dominant EU powers had a duty to solve the crisis.

In Greece, police clashed with protesters hurling stones and petrol bombs during a general strike that brought much of the near-bankrupt country to a standstill.

In her speech to parliament, Merkel skirted the issue of a possible credit line for Spain, which euro zone officials expect Madrid to request within weeks, but reiterated her desire to keep Greece in the currency area despite chronic debt problems.

"We have made good progress on strengthening fiscal discipline with the fiscal pact but we are of the opinion, and I speak for the whole German government on this, that we could go a step further by giving Europe real rights of intervention in national budgets," Merkel told the Bundestag lower house.

A proposal by German Finance Minister Wolfgang Schaeuble to create a super-empowered European currency commissioner was a possible way forward, she said, and more European control called for a stronger European Parliament. Such moves would require EU treaty changes, which Hollande is keen to avoid.

"FISCAL CAPACITY"

Merkel also advocated the creation of a European fund to invest in specific projects in member states which she said could be fuelled by a financial transaction tax which 11 euro zone countries have said they will adopt.

Her call echoed a proposal for the 17-member euro zone to have its own budget -- known in EU jargon as a "fiscal capacity" -- on top of the 27-nation union's common budget, which mostly funds agriculture and aid to poorer regions.

In a plea for unity at the start of the summit, European Council President Herman Van Rompuy said last week's award of the Nobel Peace Prize to the EU should inspire leaders to work together for peace and prosperity.

A note circulated by Van Rompuy to leaders said the proposed new pot of money could provide euro zone countries with insurance against economic shocks and support those that committed themselves contractually to structural reforms.

"Every member state, regardless of their income levels, would over time contribute," Van Rompuy wrote to EU leaders in a note seen by Reuters. "Therefore, this would not lead to permanent transfers across countries."

Several countries, including the Netherlands, Finland and Austria, voiced suspicion of the idea, although none rejected it outright.

European Parliament President Martin Schulz, in an address to the summit, warned the leaders against proposals which he said "threaten to drive a wedge through our union".

"Above all, there is no need whatsoever to create new, parallel unions and new, parallel institutions," he said.

Decisions on institutional reforms are not expected until a December summit, and Merkel's demands appeared to be partly an attempt to shift the focus away from moves towards a banking union, which have drawn fierce criticism in Germany.

SENSE OF URGENCY FADING?

Since the European Central Bank said last month it was ready to buy the bonds of struggling euro zone states in unlimited amounts, state borrowing costs have fallen sharply and some of the pressure to move rapidly to resolve the crisis has dissipated.

Spain's 10-year bond yields sank to their lowest since February at an auction on Thursday, helped by Moody's decision this week to leave its credit rating at investment grade.

But rather than signaling that Madrid does not need help, Moody's verdict was predicated on Spain applying soon for a euro zone assistance programme to trigger ECB intervention.

"In many senses, it's a very false market because it's not really telling you (whether) people feel comfortable about the outlook for Spain," said Marc Ostwald, strategist at Monument Securities in London.

The leaders agreed at their last summit in June to create a single banking supervisor under the ECB, but the original goal of having legislation in place by January 2013 already looks in doubt, and it may not be fully up and running until 2014.

EU Economic and Monetary Affairs Commissioner Olli Rehn said it was important the summit maintain the momentum on banking union "which is critical to break the vicious circle between sovereigns and banks".

Joerg Asmussen, the German member of the ECB's executive board, said on Wednesday the central bank would not be ready to start overseeing banks from early next year, and said it was more important to do it properly than to do it quickly.

The latest draft summit conclusions said only that a single supervisor was a "matter of priority" and leaders should have the "objective of completing it by the end of the year".

The deeper the discussion on banking union goes, the more complex and problematic it gets. As well as disagreement over the timeline for a single supervisor -- a prerequisite for the euro zone's rescue mechanism to be able to recapitalize banks directly -- there are disputes about how it will function.

Countries outside the euro zone -- particularly Britain, which has Europe's biggest banking sector -- are concerned their banks could be disadvantaged if no balance is maintained between the ECB and its oversight of euro zone banks and the powers of other authorities to oversee non-euro zone banks.

And if non-euro zone countries join the banking union, as policymakers are hoping, it is unclear what representation they would then have within the ECB, since the central bank is currently answerable only to euro zone member states.

(AP) ? Five people were found dead in a bar where a fire broke out early Wednesday, and police think the blaze was set to cover up their slayings.

The fire at Fero's Bar & Grill was reported around closing time at 2 a.m., Police Chief Robert White said.

Firefighters found four women and one man dead inside the bar. Police don't think they died in the fire.

"The business has obviously been set on fire, an arson, I'm guessing, to mask the homicide that occurred inside," said police Commander Ronald Saunier.

"There is just trauma, enough information to believe that we have a homicide that occurred here. They didn't perish in the fire," he said.

The fire didn't appear to be a very large one. No damage to the bar was visible from the street or aerial news coverage.

The bar is located in a strip mall about five miles south of downtown Denver just outside of the tony Cherry Creek North shopping district on one of the city's busiest streets, Colorado Boulevard. In listings in Denver's alternative weekly, Westword, Fero's is described as a "longstanding dive" that attracts regulars as well as people staying in nearby hotels. It shares the strip mall with a check cashing store and a car repair shop.

The bar's owners couldn't immediately be reached for comment. No one answered the door at the Aurora home of Young Fero, listed in state records as one of the owners of the bar. A sign on the door read, "Day sleeper, please don't ring the doorbell! Thank you." It was signed "The sleeper."

Neighbor Mike Spinale described Fero as "really nice."

"She didn't speak much, but I know she owned a bar and she worked all the time," Spinale said. "She told me she did everything herself."

After sunrise, residents in a neighboring apartment building were out walking their dogs as police looked in trash bins and checked out cars parked outside.

The five dead are believed to be the only ones in the bar when the fire started ? other than whoever is responsible for their deaths ?so police are asking anyone else who was at the place earlier to come forward, as investigators try to piece together what happened.

The victims haven't been identified. Autopsies were expected to be conducted later in the day.

Frank Peluso, who works in an office building a half block away, said he used to eat lunch at the bar but hasn't been there in three years. He said it seemed to be declining and the owners have tried various things to attract more business, including offering karaoke.

"It's one of those places that you wonder how it stays in business," Peluso said.

Resident Matthew Neam said you can't see into the bar because the front windows are frosted. He said he and his friend used to joke about what might be inside.

"I've never gone in there. It always looked kind of sketchy to me," Neam said.

Thompson says son feels terrible for Obama remark

MILWAUKEE (AP) ? Republican Senate candidate Tommy Thompson said Tuesday that his son feels terrible for suggesting that voters should send President Barack Obama back to Kenya.

The former Wisconsin governor, who is locked in a close race for the state's Senate seat, was pressed by reporters about Jason Thompson's comment Sunday that was caught on camera. The younger Thompson told a brunch hosted by the Kenosha County Republican Party that "we have the opportunity to send President Obama back to Chicago ? or Kenya."

"I talked to my son. He feels terrible about it," Tommy Thompson said. "Nobody is suffering more than he is about this. He has apologized and that's all I'm going to say about it."

Obama's father was Kenyan, but the president was born in Hawaii.

Asked if his son should apologize to the president, Thompson said no.

"He's already apologized," the older Thompson said. "It was an off-handed remark that somebody mentioned in the audience. You look at the movie. He didn't say it. Somebody in the audience said it and he repeated it. I've talked to him about it and he's apologized and that's it."

Thompson's comments were the first by the candidate since the news broke about the remark. He addressed the issue at a brief news conference with reporters after he toured Grover Corp., a manufacturer of piston rings, and received the endorsement of the U.S. Chamber of Commerce. The campaign has issued a statement Monday saying Jason Thompson had apologized.

The younger Thompson, an attorney at a large Milwaukee law firm, made the remarks at a brunch. The comment drew laughs from the crowd, with one woman joking, "We are taking donations for that Kenya trip."

The video was taken by a Democratic Party operative and posted at BuzzFeed Politics on Sunday, according to the Milwaukee Journal Sentinel.

Republican National Committee Chairman Reince Priebus and Wisconsin Republican Party Chairman Brad Courtney also spoke at the Kenosha event.

Thompson is in a tight race with Democratic Rep. Tammy Baldwin for the open Senate seat. Democratic Sen. Herb Kohl is retiring.

Barley genome could hold key to better beer

ScienceDaily (Oct. 17, 2012) ? An international consortium of scientists has published a high resolution draft of the barley genome. The research, published in the journal Nature, will help to produce new and better barley varieties that are vital for the beer and whisky industries.

The UK team behind the research was led by Professor Robbie Waugh of Scotland's James Hutton Institute who worked with researchers at The Genome Analysis Centre, Norwich.

Barley is the second most important crop in UK agriculture and malting barley underpins brewing and pub industries worth some ?20 billion to the UK economy. The breakthrough is a critical step towards barley varieties able to cope with the demands of climate change. It should also help in the fight against cereal crop diseases that cause millions of pounds of losses annually.

Barley is the world's fourth most important cereal crop both in terms of area of cultivation and in quantity of grain produced. In addition to whisky and beer, barley is also a major component of the animal feed for meat and dairy industries. Barley straw is a source of nutrition for ruminants and is used for animal bedding and frost protection in the winter.

The barley genome is almost twice the size of that of humans and determining the sequence of its DNA has presented a major challenge. This is largely because its genome contains a large proportion of closely related sequences that are difficult to piece together into a true linear order.

By developing and applying a series of innovative strategies that allowed them to circumvent these difficulties, the International Barley Genome Sequencing Consortium (IBSC) -- including UK researchers in Dundee and Norwich and funded by the Biotechnology and Biological Sciences Research Council (BBSRC) and Scottish Government -- has managed to construct a high resolution draft DNA sequence assembly that contains the majority of barley genes in linear order.

Their publication provides a detailed overview of the functional portions of the barley genome, revealing the order and structure of most of its 32,000 genes and a detailed analysis of where and when genes are switched on in different tissues and at different stages of development. They describe the location of dynamic regions of the genome that, for example, contain genes conferring resistance to diseases. This will provide a far better understanding of the crop's immune system. The achievement also highlights with unprecedented detail the differences between several different barley cultivars.

Professor Waugh commented: "Access to the assembled catalogue of gene sequences will streamline efforts to improve barley production through breeding for varieties better able to withstand pests and disease and deal with adverse environmental conditions such as drought and heat stress.

"It will accelerate research in barley, and its close relative, wheat. Armed with this information breeders and scientists will be much better placed to deal with the challenge of effectively addressing the food security agenda under the constraints of a rapidly changing environment."

Escaped prisoner found in N.J. hospital vent

A prisoner who escaped police custody while at a hospital in Jersey City was caught in a vent less than an hour after he tried to break free from the building, authorities said.?

The suspect, who had warrants for shoplifting, was found lying on an air-conditioning vent not far from the bathroom where he escaped inside Jersey City Medical Center at 355 Grand St., police said.?

"We found him in a section of the ER that was cornered off," said Charmaine Ifill, assistant director of nursing. "He wasn't able to go to the second floor or leave that area at all. It was blocked by two firewalls, so he wasn't able to leave the room at all."?

Luis Torres was being cleared for incarceration at the hospital late Monday afternoon when he said he had to use the bathroom, according to authorities.?He made his escape there, climbing through the ceiling and going up through a vent.

Torres was allowed to go to the bathroom alone because he wasn't a violent criminal, police said.?

He was gone for about 45 minutes as police searched for him.?

Patients and employees reported hearing the suspect crawl in the ceiling above them.

"You could hear him struggling, moving spot from spot to find a place to hide," said Ifill. "It was a little scary."?

Patients were moved away from the two bays where he was believed to be, creating a small backlog in the emergency room as a result.?Visitors were not allowed in the hospital as police searched for the prisoner.?

He was finally found lying on the vent less than an hour later.

Hospital staffers said they were equipped to handle the situation, which had never before occurred there.?

"We're trained for this," said Ifill. "We take care of a lot of prisoners. We are trained to handle emergencies and situations like this."?

Still, patients and visitors were rattled by the brief escape.?

"What if someone was really hurt from this situation?" said Pedro Sanchez of Jersey City. "It's not just a hospital. There's an elementary and middle school right around the corner."?

It's not clear if Torres had an attorney.?

Lake Tahoe Home Sales Continue to Rise

ZEPHYR COVE, Nev. (Oct. 11, 2012) ? Home sales have continued to rise around Lake Tahoe, where there was a 37 percent jump in units sold and a 16 percent rise in sales volume, according to a quarterly report released by Lake Tahoe-based real estate company Chase International.

Homes under and over the million-dollar mark both experienced significant increases in sales (37 and 33 percent, respectively) while overall prices fell around the lake. The median price of a home in Lake Tahoe is $330,000 (down 11 percent) and the average price is $538,289 (down 15 percent). There is promise for home prices however, as the National Association of Realtors is projecting the median existing-home price to rise about five percent in 2012 and 2013.

Sales were strong in all areas of Lake Tahoe. Tahoe City saw a 33 percent increase in sales volume and a 42 percent leap in homes sold. Incline Village experienced a 30 percent increase in volume and 44 percent jump in homes sold. South Lake Tahoe came in with a 22 percent rise in volume and 34 percent increase in homes sold, while the East Shore saw a 39 percent decrease in volume (primarily due to a small dip in units sold for more than a million dollars) and a 27 percent rise in homes sold.

Incline Village has the highest median home price (down eight percent to $702,000) and South Lake Tahoe has the lowest median home price ($239,000, down 14 percent). Tahoe City saw the lowest drop in median home price (down seven percent to $419,000) while the East Shore had the biggest drop in median home price (down 29 percent to $410,000).

There were slight variances in Truckee home sales. The median home price rose two percent to $445,000 while sales volume was up three percent and units sold increased six percent. Ski areas (Northstar, Squaw Valley, and Alpine Meadows) experienced an 11 percent drop in sales volume and nine percent rise in units sold. Homes selling for less than $1 million were up 24 percent.

The report compares sales from January 1 through September 30, 2012 to the same time frame of 2011. Texas Rangers hunt Twitter trolls, taxpayers are not amused

The Texas Rangers flash the baddest badge in the Lone Star State. They're the top cops working the biggest crimes beneath iconic white cowboy hats. They're the bodyguards for the governor.

All of which raises the question: Why are they investigating a Twitter prank poking fun at a small-town city council?

Since at least August, members of the state's 150-man elite police force are getting to the bottom of who's behind parody Twitter accounts lampooning council members in what's arguably the law-and-order headquarters of Texas: Huntsville, home to the nation's busiest execution chamber.

The mock tweeters include one councilman's?mustache?publishing zingers that include, "(Councilman) Keith (Olson) likes to abuse his powers like I like to abuse his face." Another from the handle Laughable Loll cracked, "I shined my head extra special for tonight so the camera would reflect off of it."

Not laughing is the local prosecutor. He says the tweets may run afoul of harassment laws and asked the Rangers to investigate. That's an absurd explanation to one of the tweeters, who called it a waste of taxpayer dollars, and to constitutional experts who say the tweets are a cut-and-dry case of First Amendment rights.

"When I think of the Texas Rangers, I think of people who are committing felonies," said Katie Newman, who says she admitted to creating one of the fake accounts while being interviewed by a Ranger. "It would strike me as odd that a Texas Ranger would be involved in a parody account of council members in little Huntsville, Texas."

A spokesman for the Texas Rangers, in a brief statement responding to questions about why it would look into such tweets, said only that the Rangers work with district attorneys who request assistance.

"The amount of time spent on this inquiry is a matter of hours so far," spokesman Tom Vinger wrote in an email.

It doesn't even warrant that much time, according to some law experts.

David Anderson, a law professor and First Amendment expert at the University of Texas at Austin, said neither prosecutors nor the Rangers have "any business" investigating tweets if the content is simply parody or satire. He said that even a tweet implying that a council member committed domestic abuse ? as one council member claims ? would be a libel matter taken up in a civil lawsuit, not in criminal court.

"It's ridiculous," Anderson said.

Few badges pack more lore than those of the Texas Rangers. Their Wild West legend has inspired characters from the masked "Lone Ranger" to Chuck Norris playing the karate-kicking "Walker, Texas Ranger."

Today, the Rangers have a lower profile as the state's lead criminal investigators. When polygamist leader Warren Jeffs built a massive compound for his followers in West Texas, the Rangers were the ones knocking on the doors in the middle of the night in a raid that produced widespread allegations of sexual abuse. A highly secretive "Ranger Recon" team patrols the border with the stated purpose of keeping drugs and cartel violence from Mexico at bay.

Walker County District Attorney David Weeks said asking the Rangers to investigate the tweets was appropriate.

"In looking at it, it's more the idea that you have someone totally uninvolved looking at an issue that may have political ramifications," Weeks said. "I try to err on the side of caution in those cases."

Twitter is swarming with the fake doppelgangers of celebrities and politicians. Chicago Mayor Rahm Emmanuel still has fewer followers than a well-known parody account that stopped tweeting a year ago, while Not Bill Walton exaggerates the eccentricities of the former basketball star to an audience of 125,000 followers. The tone of fake accounts range from gentle caricatures to the mean-spirited.

The mock accounts in Huntsville sprang up last year and most have only a few dozen followers. Newman, who unsuccessfully ran for a council seat last year, said a Ranger in August interviewed her for more than an hour at his office in Huntsville. She said the Ranger hinted at laws surrounding false impersonations but never cited any specific statute.

Newman said she felt kind of bullied into confessing to being behind one of the accounts.

"One of the things he said is, 'What if we have proof from a council member that you did their account?'" she said.

Newman said she hasn't heard from the Rangers since that meeting. She insisted she didn't know who is behind the other parodies.

"I personally think the Texas Rangers have bigger and better crimes to fight," she said.

SCIENTISTS REVEAL BRAIN CIRCUITRY INVOLVED IN POST-TRAUMATIC STRESS AND RELATED DISORDERS

?Light switch? in rodent brain turns off depressive behaviors; altered brain circuitry that presents potential risk factor for PTSD identified; rodent study on extinguishing bad memories

NEW ORLEANS ? Researchers report new insights into how the brain responds to extreme stress, whether from combat, natural disasters, or repeated violent competition. The insights offer hope for detecting and treating several widespread and debilitating neuropsychiatric disorders, and were presented at Neuroscience 2012, the annual meeting of the Society for Neuroscience and the world?s largest source of emerging news about brain science and health.

Post-traumatic stress disorder (PTSD) is a severe anxiety disorder that can develop after experience of a traumatic or terrifying event, such as those experienced in combat or from sexual aggression. Such events can overwhelm the individual?s ability to cope and lead to a long-lasting disorder. Symptoms include re-experiencing the original trauma through flashbacks or nightmares, often triggered by seemingly innocuous events. PTSD can harm an individual?s relationships, ability to work, to sleep, and other aspects of life.

The lifetime prevalence of PTSD among adult Americans is 8 percent. Neither drug nor behavioral treatments currently available are consistently effective in treating PTSD. Therefore, scientists are studying brain changes associated with PTSD and related cognitive disorders, looking for clues to help in the development of new treatments.

Today?s findings show that:
? A fast-acting antidepressant, ketamine, appears to aid the formation of new nerve connections in the brain, helping to extinguish fearful memories. The mouse study could possibly lead to new PTSD treatments (Neil Fournier, PhD, abstract 399.09, see attached summary).
? In a mouse model, when dopamine neurons in the brain?s reward system are turned on and off with a genetically engineered ?light switch,? depressive symptoms also come and go. The research highlights the importance of this neural circuit as a potential target for new depression treatments (Dipesh Chaudhury, PhD, abstract 522.01, see attached summary).
? Brain images of adolescents taken before and after the 2011 Japanese earthquake reveal that pre-existing weakness in certain brain connections could be a risk factor for intensified anxiety and PTSD after a traumatic life experience (Atsushi Sekiguchi, MD, PhD, abstract 168.12, see attached summary).
? Rodent studies show that repeated violent, competitive encounters drive changes in brain activity that shapes the ongoing behavior of losers and winners in distinct ways, and can contribute to depression and/or anxiety (Tamara Franklin, PhD, abstract 399.10, see attached summary).

Other recent findings discussed show:
? How exposure to stress causes molecular changes that weaken the ability of the prefrontal cortex to regulate behavior, thought, and emotion, while strengthening more primitive brain circuits (Amy Arnsten, PhD, abstract 310, see attached speaker summary).

?New methods for looking deep into the brain are revealing a dynamic landscape that changes as it must to cope with
trauma,? said press conference moderator Sheena Josselyn, PhD, from the Hospital for Sick Children in Toronto,
Ontario, an expert on the neural basis of brain function. ?The more we learn about those changes, and how
experiences remodel the brain, the more tools we will acquire for treating disorders that affect millions of people.?

Spectrum sharing opens a potential attack route ? Tech News and ...

One aspect of spectrum sharing that?s receiving less attention than it should is security ? specifically, potential problems brought on by the very attributes that makes this technology work.

There?s a basic concept in computer network security: If you don?t want A to attack B, make it impossible for A and B to communicate. That?s why sensitive military communications systems do not have links to the internet. Experts realize that, even with the best firewalls and filtering, if a connection exists, the system is inherently less secure.

That?s exactly the security problem that arises with spectrum sharing: It creates connections that could be compromised.

In current dedicated (non-sharing) spectrum-allocation approaches, devices operating in spectrum band ?A? cannot interfere with systems using band ?B.? Sure, sometimes there?s a little interference due to poor radio design ? for example, the proposed LightSquared network and existing GPS devices ? but the attack path does not exist. Even if a smartphone were infected with the worst virus imaginable, the malware could not interrupt communications provided over different spectrum bands.

Sharing spectrum could mean sharing viruses too.

That could change with spectrum sharing, where devices labeled as ?secondary users? share spectrum belonging to ?primary users.? Sharing happens either in specific geographic locations where the primary is not operating on the spectrum in question, or during specific periods of time when the primary system is not using the spectrum.

In what is called ?dynamic spectrum access,? the primary system posts to a database the availability of its spectrum. Then, the secondary user queries the database to learn when and where it can use that available spectrum. Alternatively, the secondary system may use cognitive radios to sense the spectrum environment and determine whether the secondary system can use the spectrum without interfering with the primary user. Combining databases and cognitive radios is another possible approach to enable spectrum sharing.

One area of particular concern, however, is that, in many cases, primary users will be sensitive government systems, especially if up to 1 GHz of spectrum is set aside for sharing, as proposed by the President?s Council of Advisors on Science and Technology (PCAST.) What happens if the secondary user device doesn?t follow the rules and transmits at times or in locations it?s not supposed to? Worse yet, what if hundreds of thousands of devices are systematically compromised and start misbehaving in unison to launch a coordinated denial-of-service attack on the government communications systems?

It?s hard to know for sure the possible ramifications of such a barrage, because our industry currently has little information about the primary government systems with which commercial operations would share spectrum; much of that data is classified. But the effects can?t be good.

The whole point of spectrum sharing is for secondary users not to use the spectrum when the primary system needs it. Doing so could result in denial-of-service for the primary government system, with potential consequences that include lower reliability, operation over reduced distances, or even complete failure.

The airwaves aren?t the only problem.

Compounding my concern is how complex user devices are becoming. In the same way that personal computers became more vulnerable to malware as they grew increasingly sophisticated, so are smartphones now becoming targets. The number of ways in which malware can infect mobile devices will only increase, and if that malware is designed to disrupt the proper operation of the smartphone radio, then a spectrum attack on government communications systems via a shared-spectrum scenario is a real possibility.

That?s true even though the spectrum-sharing logic may, theoretically, be isolated from the application-execution space in the smartphone. As long as both are present and some form of connection exists, the consumer?s mobile device could become an attack path in spectrum sharing situations.

It gets worse.

So far we?ve only considered user devices being compromised. But what if an attacker infiltrated the database itself in a dynamic-spectrum access system? It?s that database that determines how secondary systems access the band, and if the database is manipulated into giving out incorrect information, the secondary system could massively disrupt the primary system. And this could occur on a network-wide basis.

Don?t panic, just pause.

We can share. Security just needs to be thought out first.

It?s not that appropriate safeguards can?t be implemented. Most security problems can be solved, given sufficient time and effort. A more difficult and pertinent question is whether protective measures can be designed beforehand and sufficiently well to satisfy security officers responsible for extremely sensitive primary government systems. In my view, hardening spectrum-sharing systems to protect against malicious attack will inevitably add to the already considerable complexity of such systems.

As I?ve stated previously, spectrum sharing can theoretically be made to work. Sharing scenarios can also be made secure. However, ensuring that a networking system is secure is a time-consuming process, regardless of the type of network.

It is impossible to predict just how much overhead thinking through security issues will add to developing spectrum-sharing solutions. Rather, security has to be added as yet one more consideration, along with all the other concerns raised by spectrum sharing. These include identifying what types of systems will be shared and how, determining the market for shared systems, and developing specifications and standards to allow sharing.

Beyond very basic-use cases, spectrum sharing is going to be a complicated proposition. Ensuring that sharing is secure and does not endanger existing government systems only adds to the complexity. Therefore, I don?t see sharing as a short-term solution to our spectrum woes.

Are You Going To Vote? Do You Promise?

A couple weeks ago, Aletheia Henry posted a picture on Instagram of a cardboard box filled with the handbills on which the Obama campaign asks supporters to sign a commitment to vote. ?Commit Cards = Votes & we have a lot of them!? Henry, who is Pennsylvania?s general-election director for the Obama campaign, wrote on Twitter.

Henry?s equation reflects a mathematical assumption widely accepted within Obama?s campaign and more broadly across the electioneering left: that a citizen?s written pledge to do something is just about as good as their having done it. Nearly a decade?s worth of experiments, conducted largely by nonprofit groups that specialize in turning out nonvoters, have inspired a spate of autumnal promise-harvesting, including a ?Pledge to Reg? effort aimed at enlisting nonvoters on college campuses and emails to supporters directing them to a ?Commit to Vote? website. Visitors to the page are encouraged to announce their commitment to vote on Facebook and to click an ?I Make the Pledge? to volunteer button.

Faced with the strategic challenge of re-engaging the coalition of supporters who first elected Obama, the president?s campaign has turned frequently to the behavioral sciences for guidance. As Buzzfeed noted last week, the campaign has taken to letting citizens know that many peers who share their first name are registered to vote across the country?an exercise in what behavioralists call social pressure. But the mechanism of soliciting and enforcing promises may be the most ubiquitous tool in the campaign?s psychological arsenal.

?It?s kind of everywhere,? marvels Heather Smith, the president of Rock the Vote, which has been a pioneer in both testing and implementing the use of pledges and pre-election reminders across platforms. ?As a general rule, people are people?and if they make a commitment and you follow up on it, they feel obliged to keep up with that commitment.?

As national field director of the New Voters Project, Smith was involved in a 2003 experiment to see whether a get-out-the-vote program could affect turnout among voters between 18 and 25 in the underattended New Jersey state legislative elections. Those who just received an Election Day reminder turned out to vote at a rate 5 percentage points higher than a control group. But those who had first been contacted before election?when volunteers asked, as part of their scripts, ?Can I count on you to vote???turned out at twice that rate after an Election Day follow-up. ?People wanted to pass that test,? Smith says. ?That was about the first time we realized it wasn?t just about multiple contacts but about getting someone to make a commitment and then following up to get them to stick to that commitment.?

Smith joined Rock the Vote in 2007 and since then has used the group?s mobilization programs to continue to test the effectiveness of collecting pledges and issuing reminders across platforms. Now Rock the Vote, like the Obama campaign, collects commitments online and follows up with pre-election reminders by email, phone, and text message. The most popular method may be the paper cards that citizens are asked to sign, often unaware that it will be sent back to them just when it is time to vote?a vivid reminder, in their own hands, of obligations they have made and are expected to fulfill.

The commitment process also creates a new stage of meaningful interaction between registering and voting. For the United States Student Association, which is active on college campuses in nine states, having pledge cards at tables where the group is running registration drives gives canvassers another reason to halt passers-by who claim to already be registered. ?You can say, ?If you?re registered to vote, that?s great?sign a pledge card,? ? says USSA president Tiffany Dena Loftin.

Unlike some psychological techniques, which are typically focused on infrequent voters, the Obama campaign appears to be seeking out pledges everywhere. Each promise is also an opportunity for a voter to voluntarily update personal information in the campaign?s files and draw out some new pieces of data, too. Obama won?t even accept your online promise to vote unless you hand over a phone number first.
